For a project, I'm looking at creative ways to create a flood on stage (i.e. The Flood in "Children of Eden," the storm scene in "The Tempest," or the title tune of "Singin' in the Rain"Creative way to create water on stage?

Depends on your budget. I'd imagine things like fabrics, etc. have already crossed your minds. There's probably a lot you could do with lighting or projections. What kind of project is this, if I can ask?

FWIW, when I was in Children of Eden years ago, the ensemble dancers representing the flood just changed into blue T-shirts and moved like water. It was community theater and our budget was a shoelace and a ham sandwich.

It's an original devised piece, so pretty free reign. Just trying to create something very unique

Those are very different effects... particularly the Singin' in the Rain example. The easiest option is a large, rippling piece of fabric. You could also use shredded paper or fabric but I think the chance of it coming across as cheap might be higher. As thealtoslament already said, if you have a bigger budget lights and projections could easily simulate a flood. I would also consider the importance of sound. You can keep the visuals minimal and the lighting dark if you have a good recording (or a particularly talented foley artist). Depending how much you like your actors you could also find ways to spray them with water to enhance the effect of the other elements.
