At the time, the Tony nominators voted in silent ballots with no discussion afterwards. I think what might have happened is that Nathan Lane was considered such a shoo-in for the nomination, that the nominators all voted for other people, thinking someone else would take care of Nathan. It shocked everyone at the time when he was not nominated. Because of that incident and others, I believe the nominators have a discussion period, where they can talk about whether they've made an error or not. The number of nominators was also doubled.
