i.e. is there a chance that if i'm in line for hair...50 people will cut in line in front of me, just enough so i can't get a ticket, that kinda stuff pisses me off

No, people can cut in line but only if you can still get a ticket.

Once the Public workers are there, they have a good handle on keeping that from happening, with numerous people walking up and down the line.
Before the Public workers get there, anything goes.

what i meant is is there any enforcement that prevents people from cutting in line

As yankeefan007 said, once the Public workers get there they are very good about spacing themselves and patrolling the line. Plus most people in the line do rat out cutters ~ up to and including people who "are just there to talk" but try to stay in line later. When the Pubilc security people see someone who wasn't there before they will tell them and the person with whom they are talking that they have to go to the back of the line and make sure they do. You are allowed occasional bathroom breaks, but they make it clear it's to the bathroom ONLY. Not to the Starbucks outside the park or anything like that.
