I really want to audition for the Broadway Phantom auditions this week, but I can only take off one day from work and I'm non-equity, so I have to choose between the EPA and ECC (singers) audition. I'm really only interested in a chorus roll, so going to the ECC audition for singers seems the obvious choice, but from reading these boards it seems like I have a much better chance at getting seen at the EPA auditions. If I had a decent audition at the EPA, would they consider me for a chorus roll, or do they strictly cast chorus from the ECC audition, if at all?
These days, the distinction has to do with how the auditions are run rather than roles you'd be considered for. If you go to either audition and get seen, your headshot will end up in one of two piles: "Interested" or "Not interested." That's it. It's not like they're gonna say "Oh man, she would have been a perfect Christine! Too bad she came to the chorus call..."
For Phantom, I would go to the EPA since everyone has been seen for this show so many times that there is a better chance for an open slot that you can be seen at.
EPA is probably easier. ECCs have to have a creative team member of some kind, which also makes it a bigger draw.

But does it also work in reverse? Could they hear me, and decide that I wasn't suited to a principal (which is true), but still consider me for chorus role?
Yes. It's not about "rules"--it's about what they need (if they are looking) and if you are what they need at that time.
