You are referring to the '97 production, and subsequent tour, that was produced by Radio City productions at MSQ, so not *really* Broadway - though considered as such by some. To be fair, that was a 90 minute 'tab' version of the 1993 Paper Mill Playhouse production, and while it improved at it continued to be restaged, it's not a fair reflection of the full 2.5 hr John Kane adaption.
Yes, there IS the current tour that I too found lacking when I saw it at MSG during it's first year and has since been heavily redesigned (not nearly enough though..). THAT production is a downsized Networks restaging of a British quasi-panto style production from several years ago. I would respect the production more had it stayed more close to that production rather than try to somewhat Americanize a very British take on the show.

I think doing The Wizard of Oz on stage in the style of Mary Poppins which was essentially an amalgamation of the books and the film with the iconic songs along with new songs and a new plot could work, In the book, the Wizard is different guises whereas in the film it's a giant head, that would work quite well on stage.
