Something to do with a magic spell that turns all of the life sized portraits of the men to life.
It's not done because of the fact that you need life sized portraits of the actors.

And yet, people do ME AND MY GIRL, which ripped off the "potraits coming to life" bit exactly.
No, the reason RUDDIGORE isn't done more often is that it was considered a "flop" when it premiered back in the 1880's.
Quick synopsis:
The Murgatroyds are under an old curse that requires the Baronet to do a crime every day, or die. The current Baronet is Depard Murgatroyd. He has an older brother (who should be the baronet)who ran away from home as a boy and is living as a poor farmer under the name Robin Oakapple. Robin is shy and meek, and well-liked. Despard is evil hatred and feared. Robin's friend, a sailor, falls in love with the same girl as Robin, and exposes his secret. Robin is forced to take over as the evil baronet, and Despard becomes respectable. When Robin is reluctant to commit a crime every day, the potraits of all the former Baronets come to life to warn him of the horrible death that awaits him if he defies the curse.
I've omitted many details, including Despard's insane girlfriend "Mad Margaret".
