Has Michael Ball ever played the Phantom?

No, he hasn't....though he's recorded/performed songs from the show. He would be a great Phantom:)

The first time I saw Phantom...many many moons ago...he played Raoul. He was fantastic! I agree, he'd be a great Phantom!

People who know better than I will surely be able to answer the question, but I was under the impression he was to do the role in London, but instead, took the role of Caractacus Potts in CCBB instead. I also think he would be a terrific Phantom.

I believe you're correct about that Sharon. He has said in the past that he will play the Phantom at some point and I've heard that he has on "open invitation" of sorts from ALW and Cam Mac to play the role in London. I've seen him perform the title song in concert, very well done. He has the "menacing" attitude down even without the make-up. And vocally he's certainly up to it. I'd kill to see him do "Point of No Return"
