Starmites is cool HS production but, I think your best bet is a musical revue.

So - let me get this straight - you want a musical that's good for high school students who can't sing, can't dance and can't act.

Next I suppose you'll tell me your school has no auditorium, no orchestra and no budget for sets or costumes.
