I was just wondering for a Broadway play that's opening in September like '12 Angry Men', how far in advance do they start rehearsals for a National tour like that?

3-4 weeks
When a show is rehearsing for Broadway, I believe there is a 6 week period. I'm not sure about touring productions.

non-musical plays: 3 or 4 weeks. Musicals: usually 6 weeks.
If it's a tour of a show that's already running on Broadway, usually four weeks - since the blocking and choreography is already set. There will be no time wasted in rehearsals trying things that may get changed or cut.
