I know someone who got a callback for a major role in the Broadway company of Hair (and this was a few weeks ago), so they definitely are planning to have a replacement cast.
Just to throw in my two cents on some of the topics being discussed...
1.) I think whether or not the tour is Equity or non-Equity is anyone's guess. Most of the original cast were hired as non-Equity and then got their card when the show transferred to Broadway. The creative team could possibly just be looking for really fresh talent, hence going non-Equity for casting. That said, I don't really see any reason for the tour to be Equity. HAIR is a pretty simple show with little to no effects/elaborate sets, so I don't think there would be any differences between the tour and Broadway.
2.) The whole West End transfer has puzzled me from the beginning and I agree with dramamama that it doesn't seem likely that members of the cast with ties to the city would leave for 6 months or however long the transfer is planned.
3.) In regard to the fate of the Broadway production, the absolute earliest I could see it possibly closing is after Labor Day 2010. Now this is all dependent on the nut (which nobody knows for sure), but I'm fairly sure that even with their slipping numbers that they are still exceeding or at least meeting their operating costs. As mentioned, the show has recouped, so anything over the nut is profit. I feel that the producers really believe in the show and even if HAIR slips below their nut for a few weeks during the dead winter months, I think they would still keep it open.

Caissie Levy did that broadway.com resolutions thing. This is what she said.

Sounds to me like not everyone will be going.

I was able to talk to Gavin after the performance I saw on December 6th and asked him point blank if he knew who would be going to London. He said at that point in time, no one knew for sure whether or not they were going and negotiations were still underway to decide if ANY of them would wind up going. He said that it could be a few of them go, it could be all of them go, or it could be that they're all still in NYC and performing on March 9th.
Since then, I have heard from someone who's close with a few cast members that at least some of them are contracted for six months with the London production.
While I dont think everyone will be transferring, having still not seen the show yet (as I live in chicago) I am hoping at least Gavin Will and Cassie transfer because Ill be in London in August and really want to see those 3 the most. Though from the post below me I dont know if it sounds like Cassie plans on going. That said, I feel the show is strong enough to run with a new cast and it is a production everyone seems to love and really support as do the producers and I dont think it would talk of closing until Labor day at the earliest.

I am pretty sure that Andrew Kober is going.
I'm really interested in finding out who will be coming and going in March. I guess we will just have to wait and see. :)
