I just did The Crucible and one of my scenes was a drunk one. First of all, I would go method, seriously, but only for a rehearsal. Also, do what people have been saying and try to pass yourself off as sober, except with a little stumbling and random laughing, which always helped me.
A drunk person is always trying to act sober, even though they are nowhere near sober.
ya know, I don't agree that every drunk person wants to come off sober. some people don't care when they are drunk. some get drunk as an excuse to do or say 'drunk' things.
I don't think one shuld be play the externals. play the scene--the externals are just another part of your 'costume'. throw on a slight slur and a slight wobble and be done with the drunk part.
if you go in there worrying about playing drunk, you won't be placing your focus on the other character and getting what your character wants out of them (which is why the character is drunk in the first place).

I've heard that a way to get the appropriate stagger is to act as if you are walking on egg shells and trying to crust none of them.

If you actually are "drinking" from a mug, or bottle or whatever, DON'T drink more than than would be in the glass. It is sooo annoying when people are fake-drinking onstage and the continue to guzzle the liquid loooong after the glass would be empty.
