As far as we know it is - IMDB Pro has it listed for 2010. After Hugh finishes "Wolverine" in June, he is going to film something called "Drive" in the summer. "Carousel" was announced in August 2006 and I think "Drive" was announced earlier that same year, so hopefully that means filming isn't too far off - perhaps in 2009 if a release date is indeed 2010 but who knows at this point unless Hugh mentions it in an interview or something.
