Oh in that case, I suppose there is the fair use law. However, I still don't recommend doing it en buffe in the Empire State Building (although you WOULD get huge numbers on youtube.)
All kidding aside, you record yourself with a digicam and convert it to .avi format (free programs are all over the web) and upload it to youtube (which really is the most prpular site) or to myspace (there's a wizard to guide you to do this. .Avi format provides the highest compression with the least loss of quality.
depending on who you ask, the rule of thumb is 30 to 60 second clips. I usually use 45 second clips when im doing a performers website.
I think legally it's 30 seconds or so. I remember last year TheatreMania had this huge video of the PIPPIN concert that had very long clips on it, and they had to take it down because it violated copyright laws.
