It clearly says "Phantom of the Opera", not "Phantom" at the North SHore Music Theatre and the German Tour. Germany often hires Americans and Canadians to perform in their shows because they don't have much musical theatre training in Germany (I asked about it when I was there). Most of the performers I saw in Disney's Hunchback of Notre Dame was either American or Canadian. The same with Hamburg's production of Cats.
Though I too enjoyed Kopit and Yeston's Phantom much more than Lloyd Webber's, The Phantom of the Opera is called a musical because it is a musical despite whether anyone likes it or not.
