So with the announcement of the If/Then tour at the Pantages, I also saw a photo that looked like Leeds Hill (current Emcee understudy in Cabaret on Broadway) in full costume in a photo with the cast. Should we assume he will play the role?

Not necessarily. Theatre subscriptions always use stock pics from the productions when announcing their seasons. Usually it's of the OBC. They probably chose the pic of Leeds just so people wouldn't assume Alan would be with the show.
