I believe Byron Abrams and WannaBeAFoster are both right.
"The committee only considers moving an actor into a different category if the producer of the show submits a request to do so."
"McKechnie was petitioned for Leading even though she was below the title, and the committee accepted it."
Nowadays at least, Producers must petition the Tony committee for consideration of any performance that is outside of their published guidelines.
Petitioning is required.
