If no one else said this, Elphaba's appearance behind the mirror in Nessarose's sitting room in Act II of WICKED is a nod to PHANTOM.

"Why don't they count? lol" It isn't that much of a reference as it a.. listing of the title.
In fact, a couple of people here (don't look, it was a couple of months ago when I was lurking the forum) didn't know that High Button Shoes OR Pal Joey were actual musicals before somebody explained the reference. I know.
Jazzy, back in the "Songs that sound like other songs" (or something similar) thread, I posted the "Worst Pies in London"/"Tomorrow" comparisons and another poster told me Sondheim was deliberately parodying "Tomorrow" because, as Jon also posted, ANNIE was the biggest hit on Broadway at the time. I didn't (and still don't) see how it is a parody. And Jon, couldn't Sondheim be sued for plagiarism if he was deliberately borrowing the melody?
I never thought of it before, but I hear it - "These are probably the worst pies in London" - right before "If you doubt it take a bite.." DOES sound a lot like "The sun'll come out tomorrow." Weird.
Another one that I didn't see specifically mentioned here: in Run Freedom Run from Urinetown they exactly imitate West Side Story dance steps.
I don't know if it counts, but in the song "More" from Dick Tracy (which WAS used in Putting It Together...) one of the lines is "Who can ask for anything more..."

This involves stretching the definition of "musical" a bit, but PHANTOM also contains a bit more than a nod to Puccini's opera LA FANCIULLA DEL WEST, since it famously "borrows" the melody of that opera's love duet for "Turn your face away / from the garish light of day" section of "The Music of the Night." Rumor had it that Lloyd Webber had to appease the Puccini estate in one way or another, but I believe only the parties involved know the details.

Let's go back to Drowsy for a moment. There is a line in the song Show Off:
I don't wanna ride moons
no more
I believe this is a nod to Mame. During the song The Man in the Moon, Mame rides a moon (for dear life!)in a musical within the musical.
Seusicall-Doesn't the Cat in the Hat saysomething along the lines of, "Lot 666, a chandelier-oh wait, thats another show!"
