Most of it is pretty easy and the committee usually just goes along with the producer's request's without much fuss. But when you get situations like whether to consider ASSASSINS a new musical or a revival, then they actually have to sit around the table and debate the issue. Even though the show had never appeared on Broadway before, because it had had dozens of productions around the country in the decade before, they decided by an extremely narrow vote (10 to 9) that the show was a revival (thereby also taking Sondheim out the running for Best Score and Weidman for Best Book).
I'm sure Barnes and Noble has a copy of Tony Voting for Dummies you can purchase.

CPD...John Lloyd Young is considered leading. Christian Hoff, Daniel Reichard, and J. Robert Spencer are considered featured. I think they determined that at the first meeting...not sure though...
