Is seat B9 in Mezz too far over? or would i be better taking C1?
In Orchestra where does the rise start to obstruct view?

I would opt for C1, but simply because I would rather be on an aisle than crammed between two other people. Also, the side aisle is usually a nice view because there is a gap between you and the center section.
