I'm in the process of writing a musical, and I'm a little unsure of how the timeline for getting rights works. Do I write the piece first, then seek permission when I want to stage it, or should I get rights before I even start writing?

Normally when applying for rights, they will ask to for a proposal including some songs or scenes

Contact them right away. You need to find out that if the rights are even available. If they are not, there is no point to doing any work on this project.

If they are available and they want samples, you can provide them after you write them.
