Can be any one of a number of reasons, some potentials:

Theater Availability 

Hugh Jackman Availability

Sutton Foster Availability

Rudin not wanting to stage 2 large scale musical revivals in one season (WSS being the other)

Hugh is due to film a WarnerBros film project of a Black List script called REMINISCENCE after his music tour ends. Script ( described as a romantic sci-fi thriller) was written and the film will be directed by Lisa Joy ( Westworld) and co-produced with husband Jonathan Nolan ( co-screenwriter and brother of Chris Nolan). Because of the subject and storyline, it will not likely be a short shoot.  It is not likely that he will be free for a spring rehearsal period and official opening of THE MUSIC MAN in early 2020.
