(actually Blaine, Washington, the main entry point to the greater Vancouver area) you will find every kind of police conceivable and the area is dotted with coastal military bases.

While I do see Coast Guard escort ships and red and white Aerospatiale Dauphin USCG helicopters doing regular patrols of the coastline, I have seen nothing of what you report - no unusual activity.
