Music Theatre International is the publisher for it. It is possible that they have a perusal copy available... it may be too soon. www.mtishows.com

that website has librettos to alot of musicals. i dont know if they have thoroughly modern millie though, you might want to check.

No one technically writes the libretto. The libretto is the book (script) along with the lyrics to the songs. Some people use "book" and "libretto" interchangably, however.
Although, in the case of opera, the person who wrote the lyrics is the librettist.
