Yes, but they can get the actress green in only a few minutes. The Phantom's makeup is a lot more detailed and intricate and takes much longer than Elphaba's.

I once spoke with James Romick, an understudy/swing, about this. He said there have been times when he or others covering the role have had to gone on with very short notice - due to an injury or illness with the lead. He said that, under such circumstances, they can do a sort of passable emergency deformity and have him on stage in about ten minutes. Normally, it's about forty minutes.

I believe that comparison was made because Elphaba (like the Phantom) is another principal character who requires a lot of makeup, not because Act4ever has never seen anything other than Wicked.
