Have the new orchestrations/scenes from Sam Mendes' revival of "Oliver!" ever been released for licensing?

They're available everywhere in the world except the US/Canada and the UK, I think. Some US productions have used the revamped script/score under special dispensation, but the rights situation is very complicated with the show so in general they aren't available for English language productions.
