I rushed Waitress around this time last year, and while it wasn't snowing, the ground was still icy/slushy from the day before, and the temperature was below 0°. The first people showed up at around 6AM. Albeit, this could've been mostly because Sara Bareilles was in for Jenna.
One woman showed up at roughly 6:45 and said she jumped ship from Mean Girls because the line there by that time was already pretty lengthy.
So to reiterate above, yes, people still show up to rush even in bad weather.
Unfortunately, when I was battling the cold, I underestimated just how cold it was and thought a skii jacket would be enough. By 10:00 I felt convinced I had frostbite somewhere. As mailhandler mentioned, layers and thermals are a godsend. But I also recommend some hand warmers; a kind man working at the theatre gave all of us (which was only 4 people at the time) a pair each, and I really think my fingers would've been done for without them.
