Garland was a big influence too. I'd say she was sort of a bridge between the 1930s/1940s style of big band / Ethel Merman belt and the vocal style that became prevalent in popular music in the 1950s/1960s.
Garland definitely influenced the musical style of people like Streisand, and a lot of the popular girl singers of the 1950s, but Garland was in turn equally influenced by their music, and her style and musical material from the 1960s reflects that.
But I'd still say its the pop rock Streisand sound from the mid-late 60s that had the biggest influence on the musical trends that eventually led to the Broadway/rock high belt Broadway sound that took off in the 1970s.
