I've heard a very good singer play Higgins, and it was god awful.
It completely throws the humor out the window.
The thing about the character of Higgins is that he's not a "proper" or "poised" Englishman. He's horrible, brash, rude, and messy. But he speaks "perfect English." That's the irony of the character. He thinks this makes him perfect when he's anything but.
If you have a singer actually SING those songs, you lose the recklessness of Higgins as a character. It's a gigantic snoozefest, no matter how good the singing is and how good the acting is.
It don't play.

I agree that certain characters benefit from bad singers, mostly the funny characters.
Or actually, they don't benefit from good singers, so to me, they don't have to sing at all and might as well just act out their part and it might be even funnier.
