If the audience isn't likely to know who Gary Coleman is anyway, I don't see what difference it makes what gender the actor is. But I suspect the thinking in general is that women are a bit more "like" boys than grown men are: shorter, higher voice. Plus, with the role played by a guy, I think it would matter more how ACCURATE the impersonation was.

When they were first putting the show together, the creators were in contact with Gary Coleman, and they were going to use him, but then he didn't show up to the initial meeting, so they gave up on that one, and figured it would be funny to cast someone who is in a way the "complete opposite" of Gary Coleman, which, if I'm not mistaken, was originally going to be a tall, white woman.
