Does the Gershwin theater currently offer the "in-person" lottery at the theater for Wednesday afternoon matinees? If so, what time should one arrive? Thanks in advance for any info!

Yup, I believe they have a lottery for every performance. They take names starting 2 and a half hours before curtain and draw names 2 hours before curtain.

If you don't want to deal with in-person you can always try for digital lottery! I won out of the blue yesterday, and it was the first day I had even entered! So there is definitely a chance.
