There was a thread on this not too long ago. If you do a search you'll find a very detailed opinion on both recordings from everyone on the board.
My personal opinion is that you should get the original cast recording. Though the score is pretty much massacred to fit the space, the performances are top-notch and can hardly compare to the ones from the Actor's Funds Concert. Specifically, Jennifer Holliday is simply too good, too unique, and too talented and Lillias White's Effie is good but falls short. However, if you're going for the complete score, then get the new recording as I believe (someone correct me if I'm wrong) it has pretty much every note, lyrics, and dialogue in the show.

The concert recording has the full show on it, so it makes it pretty long which would be good for a long drive

Though I love both recordings, I'm partial to the Actor's Fund Concert for no other reason than it is more complete than the OBCR.

I also say go for the OBC first because those performances are pretty much definitive and electrifying. The concert is useful in that it captures the complete show, but several of the performances leave something to be desired.
