i dont understand the song javert sings called 'stars.' can someone explain to me what he's singing about?

I always thought he was singing about Valjean and how he wants to catch him so badly...

Javert is asking the stars to help guide him to Valjean so that he can capture him. He is a religious man- he sings as he is down on one knee in reverence- "LORD LET ME FIND HIM/THAT I MAY SEE HIM SAFE BEHIND BARS." He is asking for devine interevntion in achieving his goal: Valjean in prison. And the litteral: he admires the stars; he calls them 'sentinels' and says they are "silent and sure." They are always in their place and strong, doing their job... like Javert himself
