I would have to disagree with LITTLE SHOP OF HORRORS. This show is by no means low budget - even if you skimp on the set, you can't successfully do the show without a convincing Audrey 2, which usually gets rented from MTI. And that alone costs a few thousand, nevermind the fairly high royalties.
Bronx, what do you mean by "small cast and low budget is off-broadway?" I don't know if you were joking or not, and I'm not attacking you or putting you down, but small cast and low budget isn't always off-Broadway. Most of the remarkable theatre I have ever seen was off-Broadway and most of the time, it's a whole lot better than ANYTHING that's on broadway. I'm not yelling at you or lecturing you or mean it in a nasty way, but don't always negatively stereotype off-Broadway as being "not as good" as Broadway, if that is indeed what you meant.

The Last 5 Years is the best small cast/low budget musical i know of...i think this is an absolutely wonderful show

It can be done low budget. I did it senior year of HS, and we had a freakin' tiny budget.
i guess it comes down to how Audrey II is constructed. Yaaay paper mach%$#$%? (I mangled the spelling, I know. It's late.)
you can also rent the first 4 plants for really cheap. and then make something out of paper mache (i may have mangled the spelling as well) for not too much money. And since the 5th Audrey II is only used in the finale, it's not a big deal
My sister's camp has a really low budget and they did it. The plants don't have to be all that great. Also, on MTI it says the show is good for low budget places. Sorry if I'm wrong.

basically, for Little Shop, the only budget concerns are that plant and the rights. That show could work with almost no set, just a few plants. Costumes are also very easy (for example, for the opening and finale, just have the Urchins wear old Prom dresses lol)

ITW is a rather large-cast show...
Don't know about ITW, Jr, tho...
Into the Woods isn't low budget. You need a really good set and a large cast whether it's Junior or regular.
