I think the part of the Constitution about Congress having the power to declare war has been rendered inoperative in modern times. Many wars have been fought in the last 70 years without a single declaration of war.

Kim Jong Un has implied that he wants to target Donald Trump specifically rather than kill Americans in general. Maybe it's time to gather some flowers to welcome our liberators.

I think, to answer your basic question, the War Powers Act allows the president to deploy troops for a limited time to respond to a crisis, but there's supposed to be a vote in Congress to authorize long-term military action. Obama and Trump have carried on the war against ISIS based on the authorization that was used to fight al Qaeda, but that's controversial among some people. Actual declarations of war seem to be completely obsolete.
