After experimenting with literally dozens of brands, the best I've found is Curel. It absorbs quickly, so it's not so greasy that you feel like you can't touch anything for 10 minutes. On the other side, the moisturizing also lasts long enough so you don't have to keep reapplying. I keep a bottle in my bathroom and use it right after I wash my hands, but that's usually all I need. And I've gotten compliments.
If you need something stronger, try Neutrogena Hand Cream, but use sparingly, not as your primary lotion. I haven't needed this since I lived in upstate NY with hard water, though.
Avoid anything being sold due to it's fruity/flowery fragrance. It's glorified perfume, not lotion.
