Just heard on Channel 2 News
Bad Boy Alec was riding his bike the wrong way and against traffic. 2 officers pulled him over and he was asked for ID. He did not have it with him. Surprise surprise he mouthed off to the 2 female cops and got himself arrested

Actually, carrying ID is necessary. You can get a ticket in SF for not having ID.
Alec isn't above the law, even with his famous mug.

He was not arrested for failing to show ID. He was issued a summons for breaking a city bike law and then arrested for disorderly conduct. But, either way, the excerpt written above is incorrect. Per the IBT:
Cops can arrest someone for failing to present them with a valid form of identification. They’re called “identify” laws, and about two dozen states have them, including New York.
The laws require anyone who is asked to identify themselves to police officers to do just that. According to The Atlantic, identify laws have similar roots to New York’s divisive stop-and-frisk policy.

I'm afraid I don't see a contradiction with what I said, Liza's. I knew he wasn't arrested for failing to show ID; someone else had suggested that. And your link doesn't indicate that that would be a crime; just that someone can be detained until ID can be made.
But lord knows I'm not a lawyer; maybe one of our legal friends can weigh in.

that has not been my experience. I was once pulled over by a cop. He asked for ID, I didn't have any. He said everyone is required to carry ID in NY. He let me get away with it though.

Sort of hard to believe the cops didn't know who he was. I don't have much sympathy for the guy but I suspect he is an easy target and a lot of fun to poke like my crazy Uncle Lou.
Most places and institutions require ID unless you're voting. People long dead can vote.
