I vote Bette Davis.
She's smokes the hell out of her cigarettes in ALL ABOUT EVE.
It's like she believes she's sucking in a little bit of magical youth with every puff.
I've never seen a prop worked so well.

The part of that story you don't know is that she extinguished that very cigarette on the arm of the artist's assistant.

Jerry takes a deep and meaningful drag on his cigarette, crosses to the window and says...
"Shall we just have a cigarette on it?"
Charlotte moves toward Jerry, takes the cigarette he has lit for her, inhales deeply and says (with tears in her eyes):
"If we work hard to protect that little strip of territory between us....(etc, etc)"
Jerry, eyes filled with tears, exhales and asks:
"But will you be happy, Charlotte?"
Charlotte, fighting back tears and acrid cigarette smoke:
"Oh Jerry, Let's not ask for the moon.....we have the stars"
This movie was one of the best examples of the use of cigarettes as a third character. The character here being sex, of course.
That is a wonderful smoke scene justme2. Would you say it's the most famous?

I want to vote for a couple-- Bette Davis and Paul Henreid in Now, Voyager. When he lights both cigarettes in his mouth and then gives one to her, I get all tingly and need a moment to myself.

I think Barbara Stanwyck gives Bette a run for her money; and, may beat her in the smoking department. CLASH BY NIGHT is a good example of Stanwyck's smoking skills.
I saw a movie when I was little in which Agnes Moorehead smoked a pipe. I believe it took place in Russia and had to do with a pretender to the throne who almost took it away from Catherine The Great.
