You're reading it incorrectly. It means they are looking to increase condom use among men who have anal sex with other men by 17%.

I don't put anything past Bloomberg. I can see him requiring men to call the 311 number. Remember this is the mayor that requires fast food restaurants to report the calorie content of their food.
I actually posted this to point out the frightening stupidity of the city health department. HIV is transmitted through unprotected sex, not just M/M but M/F as well.

i don't live in NYC, but before one makes a fuss, one really aught read through all the links provided in that first article (will take a long time).
specifically, NYC is concerned that the number of new cases of HIV amongst men who have sex with men is on the rise in a certain age demographic. there's a lot of statistics involved, and i would analyze them before making snap judgments (why 17%? why not 18%? 11.573%? 1.21 gigawatt %?). if there was that same rise in women with HIV from male/female partners, you would likely see a similar "standard."

He may say he's liberal on social issues, but has he actually done anything about these social issues? Has he actually had anything to say about HIV transmission rates since becoming mayor? Not that I'm expecting any fierce advocacy here.
