I'm sure that if she "petitioned" (a little paperwork and two sponsors), she would have gotten in right away. It's a strange system, though. And sometimes there seems like there's no rhyme or reason to it. If Marty Ingalls is in, and Hillary Swank hasn't been asked (even after her first win), that's a little off. I'm sure Marty petitioned, but they accepted him.
On the other hand, I can see why they think it's better to have members who wanted to be there over members who are "drafted" in, simply because they've been nominated. Some nominees don't have any interest in it. I wouldn't want them as voting members if they didn't care to be involved.
I'm also sure some people think it's beneath them to petition. They'll only join if they're invited ... particularly if they've already won the award. It's an ego thing. Hell, the whole Academy is an ego thing.
