depends on how it is being used. You can tell someone they have a sexy voice, or their hair looks sexy, etc. and not always be flirting. It depends on the context.

Example:
used more as a fact....
"Wow, insert name here, you have a very sexy voice. Have you finished those reports?"

or
used in a flirting naughty tone
"Wow, insert name here, you have a very sexy voice, I want to hear it all night long."
