The murder he was convicted of was in 1980 -- I believe he served 17 years getting out under supervised parole (whatever that means) in 98 -- so there was nearly 15 years where the man presented no threat on society, or at least didn't commit any violent acts. I'm not sure its fair to blame the parole board for this. (As more info unfolds, it certainly MIGHT be fair.)
