Haha it's called Sin-Vesting, to put it appropriately!
Many investment firms have "Sin/Vice Funds"-- portfolios containing investments in sinful enterprises-- ie. liquor, tobacco, junk food (soda, sweets), gaming/casino equity investments, airlines, drugstores, unhealthy restaurants.
Others choose to privately invest in the drug trade.
Prohibition, which had been in effect for something like a dozen years, became extremely unpopular when the Great depression hit, leading to its repeal in 1933.
This was also a time when movies, particularly musicals, soared in popularity. People stood shivering in food lines while the silver screen showed a world filled with dancing, singing, sequins and madcap adventures. It was cheap escapism in hard times. A way to forget your reality.
Booze, drugs, sex in one way are all the same. They take people out of their troubles for a moment. In another way, they can all involve addiction for some people. And an individual's financial prosperity is irrelevant when it comes to addiction.

Not that it it hasn't been done before, but there is no doubt some screenwriting potential here, but with a new take on things.
