It doesn't happen often, so I guess it's noteworthy when Harry Reid does something politically savvy. He is bringing the Ryan Budget, which passed the House, to a vote in the Senate. It doesn't have a hope of passing, but it will force GOP senators to go on the record for or against this unpopular initiative.
