Only a government agency can not know about almost 2b $.
Well the unsusal thing is at least this time they found it.
And some people wonder why so many people do t trust the gov't to run our lives.
Even for New York State, with its less-than-stellar reputation for political gridlock and malfeasance--even for New York City, the town that gave the world Tammany Hall, the MTA has always been an appalling cesspool of political cronyism and creative book-keeping.
Stewardship of the agency and seats on the board are nothing more than gifts dispensed by the Governor and Mayor to campaign donors and various other political creditors, and one always gets the feeling that the day-to-day operation of the entire agency is done without the benefit of adult supervision.
Periodically someone A)discovers an amazing amount of money missing, typically in the run-up to finalizing the state and/or city budget or B)finds an amazing amount of money--presumably in the bottom drawer of someone who--in their haste to get out of the office by 3:00PM--forgot to take it to the bank.
The deficits are always cause for endless rounds of finger-pointing and threatened fare-hikes, while the surpluses generate grandiose plans which are de-funded mid-way through their execution as a result of the next, inevitable shortfall.
It's very difficult to get too excited about this surplus, although it would be fab if they could actually finish the 'T' line in my lifetime...
