In today's 'What are the wing nuts up to?' segment, we focus on the 'Personhood' movement, which aspires to grant full consitutional rights to a fetus. Their latest attempt is in Florida, though they promise to try other states as well. Their proposed amendment to the Florida constitution would outlaw all abortions, even rape & incest, as well as some forms of contraception (really). This is based on part of the GOP's 2008 platform, and would make all abortion first degree murder, and anyone who paid for an abortion would be guilty of murder for hire.

madbrian, I don't know. You could be right. I just remember Obama saying it would be a top priority if elected.

Blueroses, madbrian is right. Bills always have to go through Congress before being signed by the President, not the other way around.
Now, the President can help set Congress' agenda through speechmaking and other methods, but...I know this is a cliché, but he really is kind of busy right now, trying to herd them into something resembling consensus on healthcare. That's not an excuse that'll be acceptable indefinitely, and heaven knows he's found the time to do other things (like pissing me off regarding Israel, for a start), but bills never happen instantly, nor do they happen by Presidential fiat. Unless they're executive orders, but that's not the case here.
The bill has been introduced in prior sessions of Congress, but never made it out of committee. As far as I know, it hasn't been introduced in the current session of Congress.
