Does anyone know the name of the producers located in MD or VA that produce road shows/ touring companies? I've Googled for hours and seem to find it.

you might be thinking of 'windwood theatricals' and 'windwood productions'. 'wwt' is the booking agency for shows and 'wwp' is the production company. they usually produce non-equity revivals.

Troika's main offices are in Gaithersburg, Maryland.
NETworks is headquartered in Maryland, Columbia if I recall correctly.
Phoenix is also based out of Maryland, in Frederick, I think.
