A few things to keep in mind.

SETA no longer exists. We have had a unified Touring Agreement for a couple years now. In that Touring Agreement there are provisions for a tour stop in New York City which includes pay bumps up to the Level 1 salary minimums, which are essentially the same as the current, now expired, minimums on the Production Contract (it’s roughly a $50 difference). 

Tours adding a NYC/Broadway stop, either partway through the itinerary or as a limite

There’s also the fact that the events of the book that Act 2 used span about 14 or 15 years. Elphaba and Fiyero reconnect about 5 years after she and Glinda meet the Wizard. After he is attacked she spends 7 years in the mauntery before setting out for Kiamo Ko to try to seek forgiveness from his wife and family. She then spends roughly another 7 years there before the tornado and arrival of Dorothy into Oz.

Glad to hear they are working on revisions. This has always been a favorite since reading the book shortly before the 1990 movie was released. Been listening to the recording the past few days and am very mixed on the score in general. There are some moments I absolutely love, some that I wonder if I would appreciate better in context of the whole show, and some that I’m already willing to just hit next on when listening. Hopefully they are able to tighten it up with further revisions b

Just based on my experience working in the ballet world, I would guess that it was an even split. It is fairly unusual for a principal/soloist to do two performances in a row in the same role, especially in a full length piece. For instance, the Nutcracker I've been doing for the past few years, this year we had 7 Sugar Plum/Cavalier pairings, and that was only for 13 performances. That same company just finished Romeo and Juliet and they had two pairings for the title roles for four perf

Equity allowed it because the tour met the qualifications to use that level. The contract lays out the level qualifiers, with the average weekly guarantee being the biggest factor. Producers don't get to just say "we're using this level." They have a lot of things they need to report to Equity before they get approved for the contract.
