I was just on the phone with my friend and she was telling me this story:
There was two kids who were upstairs in their room going to sleep. Their dad, who was downstairs, came up to kiss them goodnight. He came into their room and they were all smily and happy. He asked, "Why are you so awake and happy? You suppose to be going to sleep!" The kids replied, "The funny clown gave us a hug and kissed us goodnight." The dad thought this was a little kid thing and kissed them goodnight and went downstairs. The same thing happened the night after and the kids said that the funny clown gave them a hug and kissed them goodnight again. The night after that, the dad came upstairs to the room and saw a clown on top of the children. The police came and it turned out that the clown was a child molester and was liveing in their attic since they moved in about 3 years ago, and was molesting the kids for about a year.
I got so scared!!!!
I think Ive heard this somewhere but when i was told it was that the clown lived in the basement

It's completely true. Rape is much less scary when perpetrated by a clown.

Here's another popular one, that you might hear, that is also untrue.
A girl is babysitting at a neighbor's house. She's watching TV, when she catches the reflection of a man, standing outside of the sliding glass doors behind her. She turns around and he's gone. She sees him again, turns and he's gone. She calls the police. They come and find the man hiding behind the couch.
Yes, it's scary. No, it's not true.

On the true side my city recently had a rash of sneak thief burglaries where the burglars would enter the house while the owners were in a distant room or on another floor. On the few ocassions they were spotted they were already on their way out a window or door (though they once hit a homeowner with a bottle in order to get away).
It makes those urban legends a little more plausible.
Didn't they use the phone call legend to kill off Drew Barrymore in the first Scream movie?

i heard another clown story
about a girl that was babysitting two boys and while she was playing with them in their room there was a huge clown doll that was sitting on the chair. it was freaking her out so she called the parents and asked if she could put it in the closet so she didn't have to look at it. when the parents said that they didn't have a life-size clown doll, she called the police, before finding out that the clown was a man who had escaped from a mental hospital and was living in their house for weeks

I just heard another rendition of this story the other night at dinner. This mom was trying to put her kid to sleep but he kept crying. When she went upstairs to check on him he said that the clown doll was scaring him but she knew that the little boy didn't have a clown doll so she turned on the lights. It turns out that it was a midget dressed as a clown. Killer midgets, what's next?

There was once a clown who used a dancing poodle in his act. One night he was almost late for his show and he had to give the poodle a bath and get her dried off quickly. So the clown put the poodle in the microwave. The poodle exploded.

When PT Barnum's was still open in NYC in the olden days, this clown flushed a baby alligator down the toilet. That alligator survived and lived in the sewer and grew up and mated with another baby alligator that had been flused down the toilet and grew up in the sewer. To this day there are descendents of those alligators living in the sewer and it is well known on the NYPD that that's where unsolved missing children cases always end up. They don't say anything about it, because they don't want tourists to stop coming to NYC.
