They're not using the exact same words, but the GOP is essentially using 'trickle down' to justify the need for tax cuts for high earners. They're counting on either the forgetfulness or ignorance of the electorate. Anyone who paid attention knows that Reaganomics was a complete and total disaster.
That said, it is risky to vilify high earners, since many aspire to that.
