I always saw it as, Sally loves Ben and never invested in her marriage because of her obsession with him. Phyllis is willing to put up with Ben and all his crap because somewhere deep below her veneer she cares the most for him.
I also think they both have some of Sondheim's best songs, but I like Phyllis's more.

Phyliss has had a privileged life, married to a guy who did extremely well for himself, and what has she done with it? She squanders her time with booze and in the grass with loose boys half her age. She has a split personality--is she Lucy or is she Jessie? She doesn't know what in-the-hell to do.

Phyliss is not a role model who deserves to remain.
